The Jade Emperor agreed with the Buddha's suggestion and immediately set about establishing the town. He appointed his most trusted generals and officials to govern the town and gave them the authority to recruit and train a powerful force to maintain order and protect against any demonic activities.

This town became known as the "Town of Heavenly Peace." It was strategically located at the border of the mortal realm and the demon realm, allowing the Heavenly Court to keep a close eye on any potential disturbances. The generals and officials in the Town of Heavenly Peace were given the mandate to maintain peace and order, as well as to prevent any demons from causing chaos in the mortal realm.

The establishment of the Town of Heavenly Peace had several effects. Firstly, it provided a sense of security for the mortal realm, as the presence of the Heavenly Court's forces acted as a deterrent against demons and other supernatural threats.
